The Broader Public Sector Accountability Act, 2010 (BPSAA) was established in 2010 to improve accountability and transparency across the broader public sector (BPS) and all of its organizations to include Hospitals. Amendments to the BPSAA were made in 2012 and executive compensation in the BPS was restrained. Broader Public Sector Compensation Information Directive 1.0 INTRODUCTION The Management Board of Cabinet (MBC) has issued this directive under the authority of the Broader Public Sector Executive Compensation Act, 2014 (the Act) to obtain compensation information from designated employers.1 2.0 PURPOSE The Broader Public Sector Executive Compensation Act, 2014 was proclaimed on March 16, 2015 and applies to approximately 340 employers, including hospitals, school boards, universities, colleges, and designated provincial agencies. On June 9, the Ontario government announced a new program directive and amendments to the original Executive Compensation Framework regulation released in September, 2016 (O.Reg. 304/16), made under the Broader Public Sector Executive Compensation Act, 2014 (BPSECA). On June 9th the government issued a new Broader Public Sector Executive Compensation Program Directive and amended the existing Broader Public Sector Executive Compensation Guide. With the release of the regulation and these two documents, the government has changed how compensation programs are to be developed and implemented under the BPSECA. Executive compensation at hospitals, school boards, colleges, universities and hydro entities has been restrained under the Broader Public Sector Accountability Act, 2010 since March 31, 2012. All elements of compensation are frozen, including base salaries.
